PROCUREMENT:
As a result of an increase in the unhoused population in Orange County, this amendment will add funds to support the expansion of homelessness prevention and diversion services for residents of Orange County, Florida, and to expand homeless outreach to the more underserved outer regions of the County. It is anticipated that this expansion will serve an additional 120 individuals.
FUNDING:
Funding is available in account number 5896-019-8606-8610. These funds are inclusive of the County’s American Rescue Plan Act of 2021 allocation.
APPROVALS:
The Mental Health and Homelessness Division concurs with this recommendation.
REMARKS:
The COVID-19 emergency as well as the current economic stressors has caused a substantial increase in families and individuals losing employment, losing their housing, and suffering from other detrimental impacts including social, emotional, mental, and physical health distress. Research demonstrates an increase in the number of families and individuals affected by COVID-19. As one of the many consequences, housing insecurity has increased, resulting in an increase in the number of individuals seeking shelter and housing assistance.
To support this endeavor, a subaward has been granted to the subrecipient. The funds from this subaward will allow the subrecipient to expand the area to which such services are typically provided while increasing its current service level, creating additional capacity to serve the homeless and housing insecure, and increasing health and awareness. The subrecipient plays a significant role in the community as a provider of support program services, amongst a variety of other services focused on prevention, diversion, rapid rehousing, and eviction prevention. Services also include case management, and connection to medical and housing resources.
Assistance is available for Orange County residents of 6 months or greater, have not accessed these services within the last two years, and are homeless or precariously housed. Assessment for services is completed at the Coalition for the Homeless Intake Center, Monday through Friday, 8:00am to 3:00pm.
Since inception, the Coalition has assisted over 1,300 individuals with these funds.
On March 7, 2023, the Board authorized award of Contract Y22-2415 with Coalition for the Homeless of Central Florida, Inc. in the total contract award amount of $1,001,914.80, for a one-year term.
Previous contract amendments are as follows:
Amendment No. 1: Increased contract amount by $800,000, for a revised not-to-exceed amount of $1,801,914.80. Extended subaward period of performance from February 1, 2024, through September 30, 2024.
Amendment No. 2: Increased contract amount by $1,600,000 for a revised not-to-exceed amount of $3,401,914.80. Extended subaward period of performance from September 30, 2024, through December 31, 2025.
Amendment No. 3: Extended subaward period of performance from December 31, 2025, through September 30, 2026.
Amendment No. 4: Increased contract amount by $200,000 for a revised not-to-exceed amount of $3,601,914.80.
