Approval to award Invitation for Bids Y25-137-MV, Emergency Generator Maintenance and Repairs for Utilities Department, to the low responsive and responsible bidder, CJ’s Sales and Service of Ocala, Inc., in the estimated contract award amount of $3,716,075 for a 5-year term. ([Utilities Department Field Services Division] Procurement Division)

PROCUREMENT:
This contract will provide maintenance for 141 emergency generators located at wastewater treatment facilities and pumping stations to provide an emergency power supply in order to maintain permit compliance for wastewater treatment.
FUNDING:
Funds are available in account number 4420-038-1344-3820.
APPROVALS:
The Field Services Division and the Business Development Division concur with this recommendation.
REMARKS:
Seven bids were received in response to this Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. Ring Power Corporation was deemed non-responsive for adding qualifying terms to their bid. Taylor Sudden Service, Inc. was deemed non-responsive for failure to sign the irrevocable offer as required in the IFB. CJ’s Sales and Service of Ocala, Inc. was determined to be responsive and responsible based on satisfactory references and documented experience. The bid submitted by CJ’s Sales and Service of Ocala, Inc. is considered reasonable based on comparison to the current market pricing for the same type of services. CJ’s Sales and Service of Ocala, Inc., complies with all of the requirements of the solicitation. Therefore, award is recommended to CJ’s Sales and Service of Ocala, Inc.
