Approval to award Invitation for Bids Y25-730-R2, Sheriff's Criminal Investigation Division Renovation, to the low responsive and responsible bidder, CORE Engineering & Construction, Inc., in the total contract award amount of $975,833.99 inclusive of Additive No. 1.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-Verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract includes the renovation of 1,200 square foot interior alteration in the first floor and Area H of the second floor, which is 26,838 square foot interior renovation of various existing office areas to accommodate new functional requirements for space allocation and for the tech heavy requirements of the individual and departmental group located within the Orange County Sheriff's Office Scope including minor demolition of partitions and millwork, new power and data outlets, the addition of a new Faraday Hardware enclosure, new millwork, furniture, electrical and fire protection. Additive No. 1 is for new LED lights upgrades. The project is located in District 6.

Funding is available in account number 1023-023-4435-6210.
APPROVALS:
The Capital Projects and Business Development Divisions concur with this recommendation.
REMARKS:
Five bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. Ulloa Management Group, LLC was deemed non-responsive by the Procurement Division based on the analysis provided by the Business Development Division which identified that the M/WBE participation goal was not achieved, and sufficient good faith effort documentation was not provided. CIC Construction Group USA, LLC was deemed non-responsible based on the results of the reference checks. The bid from CORE Engineering & Construction, Inc. is considered fair and reasonable based on current market conditions. References provided were satisfactory for this type of work and CORE Engineering & Construction, Inc. has been determined to be responsible. Therefore, award is recommended to CORE Engineering & Construction, Inc.
