Approval of Change Order No. 6, Contract Y17-808, Professional Engineering Services For the Final Design of Ficquette Road, with Dewberry Engineers Inc., in the amount of $92,708.43, for a revised total contract amount of $1,547,922.68. PROCUREMENT:
This change order adds funds to support additional plan revisions, signal design, permitting, and survey efforts. Extra efforts are needed for responding to change order items. This change order covers additional services beyond the original scope of the Ficquette Road widening project to account for additional time to complete the project.
This change order is required to support additional plan revisions due to new developments within the project limits, signal design to include the fourth leg of Summerlake Park Boulevard/Ream Road/Ficquette Road intersection, permitting, and additional survey efforts to finalize design. There were several notable changes to existing conditions within the project limits and updated Standards and Specifications which necessitated additional survey work and plans updates that were not captured in the original scope of services. These changes include:
• Parcels with revised or new driveways,
• Parcels where anticipated construction easements needed to be removed,
• Construction of the fire station (design was done based on plans, but required survey to verify construction),
• Construction of new subdivision road (design also done based on plans, but required survey to verify construction),
• Revisions needed due to updated Standards and Specifications
The change order also added 720 days to the project timeframe. The project is still in the Right-of-Way (ROW) Acquisition phase which is anticipated to be completed by end of January 2025. Once the ROW acquisition phase is complete, Public Works will coordinate with Procurement to begin the bidding process.
The bidding process should be concluded by the end of 2025.

Funding is available in account number 1034-072-5140-6311.
APPROVALS:
The Public Works Engineering Division concurs with this recommendation.
REMARKS:
On April 25, 2017, the Board approved the selection of Dewberry Engineers Inc. Contract Y17-808, was executed on April 30, 2018, in the not-to-exceed amount of $1,368,055.16, which encompasses engineering design services and construction plan preparation related to the Ficquette Road widening project.
Previous contract amendments are as follows:
Amendment No. 1: Date: 01/26/21 Amount: $46,266.78
This amendment to the original scope of service is for supplemental surveying, right-of-way mapping services and environmental permitting.
Amendment No. 2: Date: 04/28/21 Amount: $10,834.15
This amendment to the original scope of service is for supplemental surveying, and environmental permitting efforts.
Amendment No. 3: Date: 04/12/22 Amount: $30,058.16
This amendment to the original scope of service is for plan revisions and emergency signal design to accommodate the proposed Orange County Fire Station #44.
Amendment No. 4: Date: 04/14/23 Amount: $0.00
This amendment to the original scope of service is to provide a Cultural Resource Assessment Survey (CRAS) in support of the permitting services.
Amendment No. 5: Date: 12/3/24 Amount: $92,708.43
This amendment to the original scope of service is to provide plan revisions, signal design, permitting, and survey efforts.
