PROCUREMENT:
This contract will consist of the replacement of the existing open loop pumps TP1 & TP2 at the Orange County Sherriff’s Central Complex to prevent the newly installed HVAC system from being damaged. The project is located in District 6.
FUNDING:
Funding is available in account number 1023-043-1765-3810.

The Capital Projects Division concurs with this recommendation
REMARKS:
One bid was received in response to this emergency Invitation for Bids (IFB) and was evaluated for responsiveness, responsibility, and price reasonableness. The Orange County Sheriff's Office has recently replaced their HVAC system at the Central Operations Center. As part of the design, the two existing closed loop water pumps SP1 and SP2 were replaced but the open loop pumps TP1 and TP2 were not included as they had just been re-built. As the new equipment has been brought online the existing open-loop pumps TP1 and TP2 are experiencing significant cavitation and are no longer working efficiently. Pumps TP1 and TP2 have already been re-built twice which means they now must be replaced. If TP1 and TP2 pumps are not immediately replaced the newly installed Air Handling Units must work harder to provide conditioned air. This is causing the units to shut down and then restart, which may cause the units to become permanently damaged. Air Mechanical & Service Corp. has a satisfactory record of performance for this type of work and have been determined to be responsible. Price reasonableness was established by comparison to the engineer’s estimate and consideration of market factors and a meeting held with the contractor and consultant. Therefore, award is recommended to Air Mechanical & Service Corp.
To ensure an open and competitive solicitation process, the IFB was posted to the County’s e-procurement platform. A query of potential bidders that declined to compete on this project resulted in the following:
