PROJECT: Project Administration Subrecipient Agreements
PURPOSE: Orange County received an allocation in the amount of $10,554,916 in HOME Investment Partnerships-American Rescue Plan (HOME-ARP) dollars to be expended on eligible activities that include Supportive Services, Tenant-Based Rental Assistance, and Development of Affordable Rental Housing. Orange County’s HOME-ARP Plan was approved as an amendment to our 2021-2022 Annual Action Plan for housing and community development programs on March 7, 2023. The HOME-ARP Allocation Plan identifies qualifying populations defined as: homeless; at-risk of homelessness; fleeing/attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; and other populations where assistance would either prevent the individual or family’s homelessness, or serve those with the greatest risk of housing instability, such as extremely low-income households that are severely rent-burdened. Families that include a veteran family member who meets one of these qualifying population criteria are also eligible to receive HOME-ARP assistance.
A Request for Applications for supportive services to these qualifying populations was issued March 5, 2024 and three eligible proposals were received. Project Administration Subrecipient Agreements must be signed with the selected non-profits codifying the terms and conditions of the agreement. The Christian Service Center Florida, Inc. was awarded $455,528; Harbor House of Central Florida, Inc. was awarded $108,150; and Jewish Family Services of Greater Orlando, Inc., was awarded $52,800.
The County Attorney’s Office has reviewed the agreements as to form.
