PROCUREMENT:

This change order provides for Phase 2 of the Apopka Vineland Road Safety Study from Lake Street to Old Winter Garden Road. As outlined in the original scope of work, Phase 1 was to identify and prioritize critical intersections and corridor segments requiring further evaluation. Phase 2 will build upon those findings by conducting detailed intersection control evaluations for up to 15 unsignalized intersections identified in coordination with the County upon completion of Phase 1. The additional services also include future traffic projections and analysis, identification and prioritization of safety and access management improvements, planning-level cost estimates and implementation strategies, coordination and meetings, preparation of the final study report, and public involvement activities, including two community meetings. This additional phase will provide the detailed analysis and recommendations needed to evaluate intersection control alternatives and develop improvements to address safety and operational needs throughout the study corridor. Phase 2 of the study was anticipated and was broken into 2 phases due to the length of the corridor, about 10.74 miles. This project is located in District 1.

REMARKS:

On July 30, 2024, the Board approved the selection of Vanasse Hangin Brustlin, Inc. to provide professional services through continuing contract Y24-905C which was executed December 4, 2024.  On June 8, 2026, Task Authorization No. 12 was issued for the Apopka Vineland Boulevard Safety and Operational Study in the total task authorization amount of $136,316.53.

Phase 1 of the Apopka-Vineland Road corridor study focused on evaluating existing conditions to identify critical locations requiring further analysis and potential improvements. The evaluation included existing traffic volumes, historical crash data, speed data, and field observations. Based on these findings, locations requiring further evaluation through Florida Department of Transportation’s Intersection Control Evaluation process and traffic signal warrant analysis were identified. These detailed evaluations will be conducted during Phase 2.
