Approval to award Invitation for Bids Y25-1029-KC, MSBU and NON MSBU Retention Pond Mowing and Maintenance John Young, Taft I, Taft II, and Bithlo and Goldenrod, to the low responsive and responsible bidders: Seasonal Effects, LLC, in the estimated contract award amount of $171,270 for the base year for Lot A, Aero Groundtek LLC, in the estimated contract award amount of $200,200 for the base year for Lot B, Solscape Services, LLC, in the estimated contract award amount of $202,375 for the base year for Lot C, and Lawnwalker Services, Inc., in the estimated contract award amount of $197,000 for the base year for Lot D. Further request authorization for the Procurement Division to exercise options years one and two for all contracts.
In the event the bidders recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid evaluation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts will provide services including roadside and slope mowing; retention pond mowing of flat and slope areas; litter, debris, and grass clipping removal; edging; herbicide treatment; and brush control and removal, with additional litter removal as needed, for both Municipal Service Benefit Unit (MSBU) and Non-Municipal Service Benefit Unit (Non-MSBU) retention ponds within the John Young, Taft I, Taft II, Bithlo, and Goldenrod service areas.
FUNDING:
Funding is available in account numbers 1002-072-2708-3816 and 1142-072-2902-3816.
APPROVALS:
The Stormwater Management Division concurs with this recommendation.
REMARKS:
Thirteen bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price fairness. Aypoa, Inc., Empyre Landscaping Inc, Helping Hand Lawn Care, Industrial Mowing & Maintenance, LLC, Quality by Design and Turfscape Enterprises were deemed non-responsive for failure to meet license requirements prescribed in the IFB. Busy B Lawn and Tree Service was deemed non-responsive for failure to submit a completed compliance packet.
A timely protest was filed by Ayopa Inc. In accordance with the Procurement Ordinance, a protest review was held by the Procurement Manager on March 16, 2026, and the decision was rendered to deny the protest. No appeals were received.
Aero Groundtek LLC, Lawnwalker Services Inc., Seasonal Effects, LLC, Solscape Services, LLC, Superior Landscaping & Lawn Service Inc., and Terra Maintenance Co. demonstrated the required experience, qualifications, satisfactory references, and appropriate licensure to perform the services. Price reasonableness was established through comparison with prior contract pricing, consideration of increased service levels, and current market conditions.
Aero Groundtek LLC was the apparent low bidder for Lots A, B, and C, and Lawnwalker Services Inc. for Lot D; however, in accordance with the IFB provision limiting award to one lot per respondent, a cost allocation analysis was conducted to determine the most financially advantageous distribution of Lots A-C among the three lowest responsive and responsible bidders. The analysis determined that awarding Lot A to Seasonal Effects LLC, Lot B to Aero Groundtek LLC, Lot C to Solscape Services LLC, and Lot D to Lawnwalker Services Inc. results in the lowest overall aggregate cost while preserving competition.
