REMARKS: This License Agreement with Specialized Treatment, Education and Prevention Services, Inc. (STEPS) allows for the use of Orange County Emergency Shelters during activated emergencies to offer counseling services for individuals accessing the shelters.
This agreement authorizes STEPS to deliver services at the Emergency Shelters upon Orange County's request during emergencies. The Manager of the Mental Health and Homelessness Division will oversee the coordination, management, and supervision for public use. Case managers will evaluate needs, provide service referrals, and assist with housing placements for those leaving the shelters. Shelter locations are to be determined when emergency is activated by Orange County
