PROCUREMENT:
This change order extends services for the recycling and debagged yard waste for the period of November 12, 2024 through February 28, 2025 and increases the quantities under the contract due to an increase in vegetative waste collection due to Hurricane Milton.
FUNDING:
Funding is available in account number 1006-038-1250-3197.
APPROVALS:
The Solid Waste Division concurs with this recommendation.
REMARKS:
On August 27, 2024, the Board approved emergency purchase order M115567 with Hubbard Construction Company dba Mid Florida Materials in the amount of $268,030. This was necessary as in late July 2024, Raynor Shine Services, LLC, who had been awarded contract Y19-1078, notified the County they will no longer be able to collect the yard waste due to the shutdown of their recycling facility. Raynor Shine Services, LLC’s inability to perform services presented a substantial service disruption to the waste collection process as this service is a critical part of the operation. As a result, the Solid Waste Division had the urgent need to contract with another vendor, Hubbard Construction Company dba Mid Florida Materials, to continue services while a new contract was solicited.
The Procurement Division issued a resolicitation for these services, which is scheduled to close on December 10, 2024. The extension to the emergency purchase order and increased quantities is necessary to allow the resolicitation process to be complete.
Previous change orders is as follows:
Change Order No. 1: Extended the purchase order term from September 30, 2024 through December 31, 2024. This extension did not require an increase to the purchase order amount.
