Selection of one firm and three ranked alternates to provide Design Services for Orange County Corrections Training Facility, Request for Proposals, Y26-800-CC from the following firms listed alphabetically:
• Architectural Design Collaborative, Inc.
• Clemons, Rutherford & Associates, Inc.
• DLR Group, Inc. A Florida Corporation
• Saltz Michelson Architects, Inc.
• Strollo Architects Incorporated
Further request the Board to authorize the Procurement Division to negotiate and execute a contract within a not-to-exceed budget of $1,900,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide professional architectural services for the design and construction services for a new 40,000 gross square feet Corrections Training Facility at 3723 Vision Boulevard, Orlando, Florida. The facility will include administration, classrooms, training and assembly spaces, exercise/shower areas, storage, parking, and related sitework. Design requirements include technology integration, Crime Prevention Through Environmental Design principles, sustainable design strategies, future expansion planning, and development of comprehensive hard and soft cost estimates. The project will be led by a Professional Architect with development of a full project schedule covering design, permitting, bidding, construction, deliverables, and owner review periods. This project is located in District 6.

Funding is available in account number 1023-081-4039-6210.
DISCUSSION:
Eight proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP. The proposal submitted by JE Estate was deemed non-responsive for failing to submit a valid proposal, as none of the required forms were included in their submittal. The proposals submitted by KMF Architects, LLC and Rispoli & Associates Architecture, Inc. scored too low for Board consideration.
The proposals were evaluated by the Procurement Committee on May 13, 2026. Following the evaluation, a calculation error was identified on the initial score sheet. The procurement committee reconvened on May 27, 2026 to review the corrected score sheet and confirm the revised scoring results. Commissioner Maribel Gomez Cordero was assigned to the Procurement Committee.
