Approval to award Invitation for Bids Y24-1108-KC, Street Sweeping Services for Environmental Protection Division, to the low responsive and responsible bidder, USA Services of Florida, LLC, in the estimated contract award amount of $1,350,000 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-Verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide street sweeping services consisting of removing sand, soil, vegetation and other debris from designated curbed streets within the limits of multiple lake drainage basins to prevent sediment and debris from entering the County’s lake systems.
FUNDING:
Funding is available in account numbers: 1095-068-2430-3197, 1062-068-2438-3197, 1061-068-2430-3197, 1098-068-2430-3197, and 1069-068-2430-3197.
APPROVALS:
The Environmental Protection Division and Business Development Division concur with this recommendation.
REMARKS:
Three bids were received in response to this Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. United Sweeping LLC was deemed non-responsible for failing to meet the reference requirements prescribed in the IFB. Based on the submitted documentation and references, USA Services of Florida, LLC has the necessary work force and experience to perform this contract. Additionally, references were satisfactory and support the scope of work for this contract.
As part of the Orange County Environmental Protection Division’s (EPD) commitment to preserving and managing the County’s lake systems, the contract shall provide street sweeping services on designated curbed streets to prevent sediment and debris from entering the County’s lake systems. Current services will be within the drainage basins for the following lakes: Conway, Holden, Jessamine, Pearl, and Sue. EPD has the right to add additional structures during the contract period if necessary.
USA Services of Florida, LLC met the minimum requirements in the IFB and has a satisfactory record of performance from the submitted references. Therefore, award is recommended to USA Services of Florida, LLC.
