The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This contract will provide the renewal of annual software licenses, maintenance, and support services for Provide Enterprise, which is the program utilized by the County to support Orange County HIV Programs including Ryan White Part A Program and Housing Opportunity for People with AIDS (HOPWA).  The performance period is March 1, 2025 through February 28, 2026.

FUNDING:

Funding is available in account numbers 7015-060-7296-3192 and 7738-060-7312-3192. Funding for this contract is provided via federal grants from the U.S. Health Resources and Services Administration (HRSA) and the Department of Housing and Urban Development (HUD).

APPROVALS:

The Health Services Department concurs with this recommendation.

REMARKS:

The Health Services Department manages the Ryan White Part A and HOPWA programs which provides medical and support services to over 6,000 people living with HIV in Orange, Osceola, Seminole, and Lake counties.

Provide Enterprise is a data management system used by sub-recipients to maintain clients' records in compliance with grant requirements. The database is used to collect, monitor, and analyze client level information.

The County has been using the Provide Enterprise database system since 2015 when Provide Enterprise replaced the CareWARE application system, previously managed by the State of Florida Department of Health. Provide Enterprise collaborates with other agencies to allow for transfer of clients' records which improves service delivery systems for clients and is used by three other Ryan White Part A recipients in Florida and by the Florida Department of Health AIDS Drug Assistance Program (ADAP). These three recipients are Broward, Miami-Dade, and Palm Beach Counties. In addition to all County requirements, Provide Enterprise is required to meet all federal reporting requirements of the HRSA HIV/AIDS Bureau and HUD.

Price reasonableness has been determined based on contracted pricing for Miami-Dade County and the City of Chicago.  The proposed pricing is less than their contracted price and indicated a significant savings for the annual software maintenance and support fees and American Medical Association licensing fees compared to the Miami-Dade County contract and considerable savings on the annual data hosting and business continuity services based on the City of Chicago contract.      

As the developer and manufacturer of Provide Enterprise, Groupware Technologies, LLC is uniquely qualified and knowledgeable and is the only vendor that provides these products and services.
