Selection of one firm and two ranked alternates to provide Owners Representative Services for Orange County Convention Center Phase 5A Improvements from the following firms listed alphabetically:
• Geotech Consultants International, Inc DBA GCI, Inc.
• Jacobs Engineering, Inc.
• Turner and Townsend Heery, LLC
Request the Board to authorize negotiation and execution of the final contract by the Procurement Division to negotiate and award a contract provided that it does not exceed the budget of $4,040,000. Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The Consultant shall provide Owner’s Representative Program Manager Services for the above referenced project. Depending on the scope, composition, and complexity of the project, various professional services may include, but not necessarily be limited to, architectural, mechanical, electrical, plumbing, fire protection, civil, low voltage, cost estimator, and structural as required to assist in the review of the Construction Documents by the Architectural/Engineering Design Team, Populous and C.T. Hsu, a Joint Venture. The scope of services to be provided will include program management and construction administration services for preconstruction phase through project closeout, subject to the direction of the Owner. This project is located in District 6.

Funding is available in account number 4430-035-0968-00-6210.
DISCUSSION:
Five proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria set forth in the RFP. M/S Sietricon was deemed non-responsive for failing to provide documents required in the RFP. Gardiner & Theobald, Inc. and Hill International, Inc. scored too low to advance for Board consideration.
A timely protest was filed from Geotech Consultants International, Inc. DBA GCI, Inc. In accordance with the Procurement Ordinance, a protest hearing was held on November 12, 2024, resulting in the protest committee denying the protest. No appeal was filed.
The proposals were evaluated by the Procurement Committee on September 4, 2024. Commissioner Christine Moore was assigned to the Procurement Committee.
