The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PURPOSE: The Ryan White Part A Program is a federally-funded program of health and support services for persons with human immunodeficiency virus (HIV) living in Orange, Osceola, Seminole, and Lake Counties. The program provides funding for core and support services to clients affected by HIV. Core services consist of medical and dental care, nutritional supplements, insurance co-pay and premium payments, medical case management, pharmaceutical drug reimbursement, mental health counseling, and substance abuse treatment. Food, transportation, and psychosocial support services complement the program as support components. Services are provided by community agencies under contract with the County. In addition to direct services for clients, the grant also provides funding for administration, quality management, and support of the HIV Health Services Planning Council. County employees funded by the grant fill the roles for administration and quality management. The Planning Council is an appointed group of providers, lay persons, and clients that offer guidance for administration of the program. Staff support for the Planning Council is provided by a contracted agency.  The upcoming Federal Ryan White Part A Fiscal Year is March 1, 2026 through February 28, 2027. Notification of the actual amount of the grant award for that time period is expected to be received from the Federal Health Resources and Services Administration (HRSA) in April 2026. The award is expected to be approximately $10,939,376. In order to execute contracts beginning March 1, 2026, and continue services from the current year, Board approval to accept the award is needed prior to the time that the actual amount of the award is known.  The Health Services Planning Council must allocate awarded funds in accordance to HRSA guidelines for the approved services planned. In order to expedite the use of any additional funding, authorization is requested for the Mayor or designee to approve acceptance of any additional funding received under this grant during the period of March 1, 2026 through February 28, 2027.
