Selection of three firms and an alternate to provide Continuing Geotechnical Engineering & Materials Testing, Request for Proposals Y26-901-JF, from the following firms listed alphabetically:
• Ardaman & Associates, Inc.
• Nadic Engineering Services, Inc.
• Professional Service Industries, Inc.
• Terracon Consultants, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute the five-year contracts to establish hourly rates for future requirements.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firms, if we are unable to come to a favorable negotiated agreement and commence negotiations with the next ranked alternate. PROCUREMENT:
The contracts will provide geotechnical engineering and materials testing services for water, wastewater, reclaimed water, and environmental engineering projects to the Utilities Department. The projects will be located throughout Orange County.
FUNDING:
The County will fund task authorizations associated with these continuing contracts on an as needed basis.
DISCUSSION:
The projects herein include, but are not limited to, providing Geotechnical Engineering and Materials Testing Services for Water, Wastewater, Reclaimed Water, and Environmental Engineering Projects to the Utilities Department.
Four proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria contained in the RFP.
Proposals were evaluated by the Procurement Committee on May 6, 2026. Commissioner Mayra Uribe was assigned to the Procurement Committee.
The consensus scores of the Procurement Committee are attached.
