The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

This amendment extends the performance period from August 31, 2024 through August 30, 2025 and adds associated funding for the extended term.  Exhibit B (Rv. 4) Budget will be replaced by Exhibit B (Rv.5) Budget and Exhibit C (Rv. 2) Required Information for Federal Subawards Table will be replaced by Exhibit C (Rv.3) Required Information for Federal Subawards Table. 

FUNDING:

Funding is available in account numbers 0001-062-2501-8610 and 7170-062-7503-8610. Funding for these expanded services is available through County General Revenue funds in the amount of $450,000 and $506,302 in Federal funds issued by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA).

APPROVALS:

The Mental Health and Homelessness Division concurs with this recommendation.

REMARKS:

On December 14, 2021, the Board authorized the award of Contract Y22-162 with Healthy Start Coalition of Orange County, Inc., in the total contract award amount of $256,302, for a one-year term.

Historical Relationship with Orange County and the Community:  This is the final year of a four-year grant for the implementation of a comprehensive early childhood system with Healthy Start Coalition of Orange County, Inc.  This vendor has provided these services since August 2021.  The early childhood system is focused on improving coordination and collaboration across child and family serving systems, offering early assessment/identification and referrals to treatment.  This project provides evidence-based practice interventions and strengths infrastructure for the identified families, partners, and systems.  Additionally, this contract will continue to expand and follow the recommendations of the Orange County Mental and Behavioral System of Care Community Analysis Report.

Program Goals: Implementation of Nurse-Family Partnership services is an evidence-based community health program, transforming lives of vulnerable, first-time mothers living in poverty by improving prenatal care, quality of parenting, and life prospects for mothers by partnering with a registered nurse. 

Enrollment/referral criteria: Any pregnant woman who is less than 28 weeks gestation, will be a first-time mother, meets low-income requirements such as Medicaid or WIC eligible, and resides in Orange County, Florida.  

Referrals/how people know about the services: Healthy Start Orange has a Coordinated Intake and Referral process/unit and utilizes social media, self-referral, and community partnerships, where staff are positioned to engage clients when they are at appointments with their medical providers. 

Financial:  A portion of the contract is funded by federal dollars from SAMHSA and a portion funded by Orange County General Revenue. This contract establishes an evaluation component and an evidence-based program to support fatherhood as part of expanded services.   

Previous contract amendments are as follows:

Amendment No. 1:                       Re-numbered the contract from Y22-162 to Y22-165.

Amendment No. 2:                       Replaced Exhibit “B”, Budget in its entirety with Exhibit “B”, Budget to correct a discrepancy. The contract amount remained unchanged.

Amendment No. 3:                     Extended the performance period from September 1, 2022, through August 30, 2023, changed the Federal Award ID No. to 5H79SM084165-02. The contract amount remained unchanged.

Amendment No. 4:                     Corrected the extended performance period from August 31, 2022, through August 30, 2023. The contract amount remained unchanged.

Amendment No. 5:                     Increased the contract by $706,302, for a revised not-to-exceed contract amount of $962,604. Replaced the Scope of Services with Exhibit A and replaced the Budget with Exhibit B.

Amendment No. 6:                     Extended the performance period from August 31, 2023, through August 30, 2024, with an increase of $956,302, for a revised not-to-exceed contract amount of $1,918,906. Replaced Budget Exhibit B (Amendment No. 5) by Exhibit B (Amendment No. 6) and replaced Required Information for Federal Subawards Table Exhibit C (Amendment No. 5) by Exhibit C (Amendment No. 6).
