PROJECT: Program Administration Agreement for Homeless Veterans Housing
PURPOSE: Grand Avenue Economic Community Development Corp. submitted a proposal to the County requesting monetary assistance for affordable veteran housing as part of the County’s 2022-2023 request for applications process for housing projects. Grand Avenue Economic Development Corp. is a private not-for-profit corporation that assists individuals who are homeless or at-risk of chronic homelessness by providing affordable housing and economic opportunities to homeless and low-income individuals.
Grand Avenue Economic Development Corp. shall utilize the program funds along with the other funding sources to convert a vacant penthouse in the Maxwell Terrace property, located at 3200 W. Colonial Drive, Orlando, Florida, into six ADA accessible studio apartments with an accessible unit conversion on the ground floor for very low-income disabled veterans who are at risk for homelessness. Proposed renovations also include an elevator installation to access the new units on the third floor.
On March 24, 2020, the Board adopted Ordinance No. 2020-09 establishing the Affordable Housing Trust Fund for the purpose of providing the financial resources and the leverage necessary to create and preserve affordable housing units in Orange County. On April 23, 2024, the Board adopted Resolution 2024-M-11 for the administration of the Local Housing Assistance Plan for fiscal years 2024-2027, which included funding for rental development and rehabilitation activities. The purpose of this agreement is to support the rental housing activities identified in the Local Housing Assistance Plan. The County desires to provide funding necessary to complete this project along with other funders such as Home Depot Foundation, Wells Fargo Foundation and Gupta Family Foundation. The total construction budget is $734,100.
Orange County will allocate $500,000 from the County’s State Housing Initiatives Partnership Program funds from FY 23-24 and $84,100 from the Affordable Housing Trust Fund FY 23-24 for a total of $584,100. The Home Depot Foundation is providing $150,000 for construction cost. The agreement provides the terms and conditions and ensures long-term affordability.
The County Attorney’s Office has reviewed the agreement as to form.
