PROCUREMENT:
This amendment will extend the contract for the period of November 1, 2024 through July 31, 2025, while a formal solicitation process is completed. The estimated total revenue during the extension period is projected to be $1,095,000. The resolicitation is projected to be issued in November, 2024.
APPROVALS:
The Corrections Department concurs with this request.
REMARKS:
This revenue-sharing contract provides pay phones for inmates at the Corrections Department, Work Release and Orange County Courthouse.
On May 19, 2015, the Board authorized award of Contract Y15-114 to Global Tel*Link Corporation for a five-year term. This is a revenue generating contract expected to contribute approximately $5.6 million to the general revenue fund during the contract’s initial five-year term. The contract was approved for two additional one-year renewal terms.
Additionally, the Federal Communications Commission (FCC) published a final rule capping the rates that service providers can charge incarcerated people for making phone and video calls from correctional facilities. On September 30, 2024, several states, including Florida, petitioned the Court for review of the final ruling in the FCC Order. This contract is extended at the current rates for the period of November 1, 2024 through December 31, 2024. Effective January 1, 2025 through July 31, 2025, the per minute charge for all intrastate, interstate, and international audio for a large jail with average daily populations of 1,000 or more incarcerated people will be $0.06 with no site commission payments to Orange County. The estimated revenue to the County for the entirety of the nine-month extension is $1,095,000, the County will only receive commission for two months estimated at $380,000.
Previous contract amendments are as follows:
Amendment No. 1: Revised the scope of service to add security and special conditions language. There was no change to the contract amount.
Amendment No. 2: Renewed the contract for the period of September 1, 2020 through August 31, 2021. There was no change to the contract amount.
Amendment No. 3: Amended Exhibit B according to FCC changes and renewed the contract for the period of September 1, 2021 through August 31, 2022. There was no change to the contract amount.
Amendment No. 4: Extended the contract for the period of September 1, 2022 through August 31, 2023. No change to the contract amount required. This is a revenue generating contract. The estimated total revenue during the extension period is $1,591,309.49.
Amendment No. 5: Extended the contract for the period of September 1, 2023 through October 31, 2023. No change to the contract amount required. This is a revenue generating contract.
Amendment No. 6: Extended the contract for the period of November 1, 2023 through October 31, 2024. No change to the contract amount required. This is revenue generating contract.
