PROCUREMENT:

This change order will provide funding for additional services inclusive of performing construction materials engineering and testing associated with the Kennedy Boulevard Project. The original proposal was based on FDOT specifications, which require a more limited verification testing scope. This Change Order reflects the application of Orange County specifications, which require more extensive acceptance/compliance testing, including additional field testing, laboratory testing, reporting, and coordination.

This increase was not anticipated because the original scope and fee were developed using FDOT requirements as the basis of services. Orange County’s testing requirements were not identified as the governing standard at the time of the original proposal. Once Orange County specifications were determined to apply, the testing scope increased materially, resulting in the higher cost of testing services.

FUNDING:

Funding is available in account number 1023-072-3096-6311.

APPROVALS:

The Public Works Engineering Division concurs with this recommendation.

REMARKS:

On June 4, 2024, the Board approved the selection of Terracon Consultants, Inc. to provide Continuing Geotechnical Engineering Services.

Task Authorization No. 2 was executed on October 25, 2025, in the amount of $23,473.20.
