Approval to award Invitation for Bids Y24-709-GO, Tilden Road and Tiny Road Intersection Improvements FPN: 444788-1-58-01 FAN: D523-062B, to the low responsive and responsible bidder, Atlantic Civil Constructors Corporation, in the total contract award amount of $4,172,759.16.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-Verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract shall consist of roadway widening to accommodate a dual left-turn lane on Tilden Road (west of Tiny Road), a southbound left-turn lane from westbound Tilden Road onto Tiny Road, and a westbound left-turn lane from northbound Tiny Road onto Tilden Road. In addition, the project includes full-depth roadway widening, milling and resurfacing, construction of curb and gutter, sidewalk, fencing, and performance turf. It also involves grading, excavation, stabilization, and embankment. Signalization work consists of installing a new mast-arm traffic signal at the intersection of Tilden Road and Tiny Road, along with pedestrian signalization. Drainage improvements include the construction of concrete culverts, inlets, manholes, concrete flumes, and concrete ditch lining. The project also includes the installation of signage and pavement markings. This project is located in District 1.
FUNDING:
Funding is available through the Florida Department of Transportation Local Agency Program with supplemental funding by the County using the following account numbers:
• 7532-072-7375-6311 Federal Grant Accounting Line
• 1003-072-2722-6311 Capital Improvement Program Accounting Line
APPROVALS:
The Highway Construction Division concurs with this recommendation.
REMARKS:
Three bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bid from Cathcart Construction - Florida. LLC contained a math error which was corrected.
The bid evaluation considered recent pricing trends, project duration, and the Engineer of Record’s (EOR) estimate. The bid is 10.73% below the EOR estimate and 6.57% below the EOR estimate for the roadway scope.
References provided were satisfactory for this type of work and Atlantic Civil Constructors Corporation has been determined to be responsible. Therefore, award is recommended to Atlantic Civil Constructors Corporation.
