PROCUREMENT:
This amendment adds funds to the approved budget for indirect costs associated in providing homelessness outreach, prevention, and diversion to support unhoused and/or precariously housed Orange County residents. The provider currently assists on average 35 households monthly, the additional funding will support assisting approximately 840 households.

REMARKS:
This subaward was issued from the American Rescue Plan Act of 2021 Coronavirus Local Fiscal Recovery Fund (the “Recovery Fund”) allocation received by the County on May 18, 2021.
As the County’s subrecipient, Samaritan Resource Center, Inc. expands homeless outreach to more underserved outer regions of Orange County. The Federal Subrecipient expands the area to which such services are typically provided while increasing its current service level, creating additional capacity to serve the homeless and housing insecure, and increase health and safety awareness. Samaritan Resource Center, Inc. provides Bridge Housing, Flexible Financial Assistance, and Street Outreach Health Services to COVID-19 impacted Orange County residents.
The Samaritan Resource Center assisted approximately 346 unique individuals between April 2023 to March 2024. Staff have reported an increasing need for prevention and rehousing assistance. Since April 2023, Samaritan Resource Center has assisted over 193 households. Additionally, Samaritan Resource Center has added an employment training specialist to provide vocational training as well as employment skills to better one’s ability to sustain housing. Samaritan Resource Center has partnered with Valencia Vocational training.
Prevention, diversion, and outreach assistance are available to Orange County residents of six months or longer, who are without housing and/or on the verge of homelessness and must be able to demonstrate the ability to sustain housing following assistance.
On March 21, 2023, the Board authorized award of Contract Y23-2403 to Samaritan Resource Center, Inc., in the total contract award amount of $634,230.92 for a one-year term.
Previous contract amendments are as follows:
Amendment No 1: Replaced the Attachment 3 - Subaward Budget to include
costs in the amount of $57,111.19, for a revised total contract award amount of $691,342.11.
Amendment No. 2: Corrected the contract number in Amendment No. 1 from
Y22-2403 to Y23-2403.
Amendment No. 3: Replaced Attachment 2 - Subaward Tasks and Objectives and Attachment 3 - Subaward Budget with an updated Attachment 2 and Attachment 3. No change made to contract total.
Amendment No. 4: Replaced Attachment 2 - Subaward Tasks and Objectives and Attachment 3 - Subaward Budget with an updated Attachment 2 and Attachment 3. Added funds in the amount of $1,900,000, for a revised total contract amount of $2,591,342.11. Board approval was obtained on March 26, 2024.
Amendment No. 5: Extended the Subaward Period of Performance from March 31, 2024 to September 30, 2026. No change made to contract total.
Amendment No. 6: Added the provision of an advance of $180,000 of the Subaward by the County to the Subrecipient.
Amendment No. 7: Included the provision for the $180,000 advance to be recovered at $10,000 a month until fully reconciled by the end of the service period September 30, 2026.
