Approval to award Invitation for Bids Y25-186-KC, Street Sweeping Services for Roads and Drainage, to the following bidders by lot for an estimated contract award amount for a three-year term: Lot A - USA Services of Florida, LLC, in the estimated contract award amount of $668,118.60 for a three-year term, Lot B - TransPremier LLC, in the estimated award amount of $1,293,699.60 for a three-year term, Lot C - USA Services of Florida, LLC, in the estimated award amount of $1,105,170.60 for a three-year term, and Lot D - TransPremier LLC, in the estimated award amount of $1,705,881.60 for a three-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-Verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts will provide an estimated 40,525 curb miles annually of street sweeping services including removal of sand, soil, and other debris from designated areas within the limits of maintained roadways throughout unincorporated Orange County. A curb mile is considered one mile of one side of the street being swept.
FUNDING:
Funding is available in account number 1002-072-2906-3816.
APPROVALS:
The Roads and Drainage Division and Business Development Division concur with this recommendation.
REMARKS:
Three bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. United Sweeping, LLC was deemed non-responsive for failure to sign Respondent’s Offer in the Contract Compliance Packet.
Due to the magnitude of work and expanse of areas to be serviced, multiple awards are needed. The solicitation established that it was the County’s intent to award per lot, with a two lot maximum, and then in the event competition was limited, bidders could be awarded more than two lots.
USA Services of Florida, LLC and TransPremier LLC met the minimum requirements in the IFB and have a satisfactory record of performance from the submitted references. Therefore, award is recommended to USA Services of Florida, LLC - Lots A and C, and TransPremier LLC - Lots B and D.
