PROCUREMENT:

Work under this change order includes an additional 300 cubic yards of grout, supervision, testing, and an off-duty law enforcement officer for traffic control. This also accounts for the urgency of mobilizing a qualified contractor, site complexity, and the potential for unknown conditions. Due to the unknown extent of the sinkhole, it is not possible to accurately estimate the total quantity of grout required to fill it. The initial emergency purchase order authorized 310 cubic yards of grout, which was utilized over approximately two weeks. Monitoring data from installed casings indicates that the sinkhole is only about half full, and additional grout is needed to complete the filling process.

FUNDING:

Funding is available in account number 1002-072-2906-3816.

APPROVALS:

The Public Works Engineering Division concurs with this recommendation.

REMARKS:

On April 9, 2025, during geotechnical testing for the Reams Road widening project, the consultant’s field staff encountered a sinkhole. This caused a depression in the existing travel lanes. To address the issue and maintain roadway safety, Orange County staff recommended grouting the sinkhole. While appropriate, this method requires a specialized contractor. It is also difficult to estimate the grout volume due to unknown subsurface conditions, which may include voids of varying sizes.

After initial evaluation on April 30, 2025, a proposal was submitted for three standard penetration tests, grouting specifications inspections with proposed locations, utility clearance, supervision of grouting, concrete compression strength testing and a final report.

The sinkhole was located beneath the eastbound lane and required immediate grouting to protect the integrity of the roadway, the geotechnical consultant contacted five specialty contractors. Of those, only one was able to begin work immediately.  The initial purchase order included a grout unit cost of $300 per cubic yard, and this change order maintains the same unit rate. In addition, the change order includes the cost of additional borings, which are based on the unit prices from the Reams Road design contract (Y19-804-CH).  Given these factors, the proposed costs for this change order are considered reasonable.

On May 1, 2025, Purchase Order M118160 was issued to DRMP, Inc. in the total amount of $164,929.75.
