Approval to award Invitation for Bids Y25-740-R2, Pine Hills Road Pedestrian Safety Improvements-Phase 3, to the low responsive and responsible bidder, Cathcart Construction Company-Florida LLC, in the total contract award amount of $16,704,685.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work consists of raised medians throughout Pine Hills Road from Belco Drive to Bonnie Brae Circle. This involves pedestrian safety improvements throughout, including constructing of a 12’ sidewalk along the east side of the road from Belco Drive to Bonnie Brae Circle. Also included is upgrading curb ramps and driveways to meet the Americans with Disabilities Act. The project includes mast arm signalization upgrades at three intersections. The project is located in District 6.
FUNDING:
Funding is available in account number 1002-072-5137-6311.
APPROVALS:
The Highway Construction and Business Development Divisions concur with this recommendation.
REMARKS:
Two bids were received in response to this Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted from Cathcart Construction Company-Florida LLC is considered reasonable based on comparison to the engineer’s estimate. References provided were satisfactory for this type of work and Cathcart Construction Company-Florida LLC has been determined to be responsible. Therefore, award is recommended to Cathcart Construction Company-Florida LLC.
