SUBJECT: Award of Invitation for Bids Y25-106-KK, Countywide Cleaning of Curb Inlet Openings and Grates

Approval to award Invitation for Bids Y25-106-KK, Countywide Cleaning of Curb Inlet Openings and Grates, to the low responsive and responsible bidder, EnviroWaste Services Group, Inc., in the estimated contract award amount of $2,377,500 for a three-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide services to clean and curb inlet openings and grates and dispose of debris on an as needed basis.
FUNDING:
Funding is available in account number 1002-072-2906-3816.
APPROVALS:
The Roads and Drainage Division and Business Development Division concur with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Brothers Pressure Washing, LLC was deemed non-responsive for failing to satisfy the reference requirements prescribed in the IFB. Home Care Pressure Cleaning, LLC, and Prestige Cleaning were deemed non-responsive for failing to submit documents required in the IFB. Klen Space, Inc. was deemed non-responsible based on the results of the reference checks. EnviroWaste Services Group, Inc. met reference requirements and has a history of satisfactory performance with the County. Price reasonableness was determined through a cost estimate developed by the Roads and Drainage Division.
Therefore, award is recommended to EnviroWaste Services Group, Inc.
