The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

 

The contracts detailed herein represent agreements with nonprofit organizations to deliver a range of health and human services through Orange County’s Neighborhood Center for Families (NCF) and the After School Zone (ASZ).  These services encompass health care, education, counseling, children and youth services, senior services, as well as support for basic needs.  By funding these organizations, the Citizens’ Commission for Children (CCC) aims to improve the overall quality of life for children and their families in Orange County, with a focus on specialized support to underserved populations in the community. 

The performance period for each contract is October 1, 2024 through September 30, 2027. These contracts pertain to Orange County’s Neighborhood Centers for Families and After School Zone, and are specified below with detailed descriptions attached:

Neighborhood Center for Families

The NCFs implement the Family Support Model to deliver integrated, family-centered services across 13 communities. These centers are a collaborative effort involving nonprofit organizations, government agencies, churches, and civic groups, working together to offer flexible and accessible programs tailored to the unique needs of each community.

The unique aspect of the NCF infrastructure is that services are not based on family income for qualification. This inclusivity ensures that individuals and families who might be ineligible for support based on income alone can still access necessary services. This is especially important for addressing the needs of Asset Limited Income Constrained but Employed families who might face barriers to accessing help through traditional means.

A core element of the NCFs is the Community Advisory Committees, which include local residents who help guide the development and delivery of services. This ensures that the programs effectively address the specific needs of the community, with a particular emphasis on supporting children. Meeting the needs of children is central to the mission of the NCFs.  By focusing on children, the centers aim to provide services that enhance their educational and developmental growth, which is essential for their future success.

These programs help adults and youth to develop job skills, improve parenting and relationships, receive health education and wellness checks, and strengthen overall family stability. By collaborating with schools and active involvement in local communities, the NCFs are dedicated to addressing the diverse needs of families and ensuring that both children and their families have access to the support and resources they need to thrive.

The support service contracts are utilized to enhance the services provided by the NCFs.  Some contracts are funded on a per-unit of service cost basis, and some providers receive reimbursement upon submission of an invoice.  The service contracts this year are COMPACT for Teen Mentoring, as well as Teen Xpress for medical needs of uninsured high school students and Professional Opportunities Program for Students, Inc. for summer internships.  Childcare stipends, through the Early Learning Coalition, Inc. are also available for clients who are actively enrolled in services.

Orange County’s After School Zone

The ASZ program is a collaborative initiative involving Orange County Government, the School Board of Orange County, FL, the Boys and Girls Clubs of Central Florida, and the Central Florida YMCA. The ASZ program is designed around six core areas: character and leadership, education and career, health and life skills, sports, fitness and recreation, and the arts.

The program operates with outcome-based contracts to ensure effective delivery of services. Its focus is on providing comprehensive prevention programs for middle school students to address and mitigate at-risk behaviors, including juvenile delinquency, drug use, and truancy.

Currently, the ASZ program is available at 32 Orange County middle schools, offering diverse and engaging activities that support youth development and promote positive behavior.

FUNDING:

Funds will be available during Fiscal Year 2024-2025 in account 0001-062-2540-8610, 0001-062-2540-8120, 0001-062-2540-3195, 0001-0622406-3195, 0001-062-2556-8610, and 0001-062-2556-8120.

APPROVALS:

The Citizens’ Commission for Children Division (CCC) concurs with these funding recommendations.

REMARKS:

 

In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Applications and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.

In addition to marketing strategies employed by each individual nonprofit organization, as referenced on the attached spreadsheet, the CCCD offers a comprehensive resource directory of all funded programming, published on the CCC web page, located at: www.ocfl.net/ccc. The CCC is currently working with Orange County’s Communications Division on improved functionality of the Directory, allowing for constituents to search for services within a specific distance of their home, place of work, or other address of significance. The updates are in the final stages of testing and will ultimately demonstrate an improved experience for residents seeking services.

Additionally, the CCC has Contracted Community Engagement Specialists for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children.  service linkages to residents to influence positive changes for children and families. The CCC also employs a part-time Community Ambassador, whose role is primarily to engage with civic, law enforcement, and community groups to market services and to stay connected with the various community groups throughout Orange County.

Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits on a monthly basis. This method allows funded and non-funded service providers the opportunity to learn about services, events, or special projects that may benefit the community at large.

While a funded service may be provided in a specific location within Orange County, access to services is not limited to residents of the service location(s) indicated.  All Orange County residents may have access to funded programs/services. Please contact the CCC for additional information.
