RECOMMENDATION:

Selection of one firm and two ranked alternates to provide Parks New Small Restroom Prototype Design, Request for Proposals Y25-807-GV, from the following firms listed alphabetically:
• Architectural Design Collaborative, Inc.
• MRI Architectural Group, Inc.
• Zyscovich, LLC
Further request Board authorization for the Procurement Division to negotiate and execute a contract with a not-to-exceed budget of $350,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide for the redesign of a new parks small restroom prototype. The redesign was initiated by the Parks and Recreation Division based on usage, cleaning, and maintenance needs.
FUNDING:
Funding is available in account number 1050-062-2190-6310
DISCUSSION:
Five proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP.
Borrelli & Partners, Inc., was deemed non-responsive for failing to provide documents required in the RFP. Borrelli & Partners, Inc. inadvertently submitted a proposal for a different RFP, Y25-908. The proposal from Cape Design Engineering, Co. scored too low for Board consideration.
The Procurement Committee evaluated the proposals on October 22, 2025. Commissioner Mayra Uribe was assigned to the Procurement Committee.
