The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

This contract provides continued support for a central point of access for adult individuals brought in by law enforcement and needing inpatient treatment for mental health and/or substance abuse symptoms while also expanding an integrated system of care with a diverse array of both residential and community-based services.  The period of performance is October 1, 2024 through September 30, 2025.

FUNDING:

Funding is available in account numbers 0001-062-2504-3240 and 0001-062-2501-3240.

APPROVALS:

The Mental Health and Homelessness Division concurs with this request.

 

REMARKS:

In accordance with the Code of Ordinances, Part I, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.

When required by local law enforcement officers, the contract services will provide substance abuse and mental health crisis assessments at the Central Receiving Center (CRC) for adult citizens of Orange County experiencing a mental health and/or substance abuse crisis. The assessment professionals will access community resources to stabilize and treat individuals with substance abuse and mental health disorders on a 24-hours-per-day, seven-days-per-week basis. Also included for CRC patients is inpatient crisis stabilization for mental health and substance use disorders, residential and detoxification services for substance use disorders, intensive care coordination, and transitional housing for those individuals experiencing chronic homelessness.

Aspire Health Partners, Inc. will be responsible for the operation of the CRC System of Care comprised of the following individual programs:

i.                     Central Receiving Center (CRC): Crisis assessment and placement for adult individuals experiencing mental health and substance use symptoms brought by law enforcement, twenty-four hours per day and seven days per week at the location of 1800 Mercy Drive, Orlando, FL 32808.  

ii.                     Adult Crisis Stabilization Units (CSU): Crisis inpatient psychiatric care for adult individuals experiencing mental health symptoms at the locations of 1800 Mercy Drive, Orlando, FL 32808 and 434 West Kennedy Boulevard, Orlando, FL 32810.

iii.                     Detoxification Unit (Detox): Crisis substance abuse services for adult individuals at the location of 434 West Kennedy Boulevard, Orlando, FL 32810.

iv.                     Level II Residential: Non-crisis, substance abuse services for adult individuals at the location of 1045 West Michigan Street, Orlando, FL 32805.

v.                     ANCHOR: Non-crisis, safe and stable transitional housing, and on-site overlay counseling for unhoused adult individuals with co-occurring mental health and substance abuse symptoms at the location of 3200 West Colonial Drive, Orlando, FL 32808.

vi.                     Care Coordination: Non-crisis, on-site care coordination (assessment, planning, facilitation, advocacy, connection to resources and evaluation) for adult individuals.  Services are provided in the home, community, or program setting in Orange County depending on the needs of the individual.   

vii.                     College Place: Non-crisis, safe and stable housing for unhoused adult individuals at the location of 4508 Thistledown Drive, Orlando, FL 32804.

Aspire Health Partners, Inc. will be responsible for the development, implementation and maintenance of all programmatic policies and procedures for procedures for eligibility, supervisory structures, credentialing and training of programmatic staff, and use of discretionary funds for defined expenses and psychiatric medication management for individuals involved in the continuum of CRC services.  Additionally, Aspire Health Partners will provide a language access plan, a continuous quality improvement plan and will be responsible for outcome indicators for each program.  Indicators include satisfaction rate, follow-up appointments with practitioners, housing, employment, entitlements, and/or establishment with case management.  Other requirements attendance at County-facilitated CRC Governing Board Meetings and programmatic site-based meetings and providing quarterly reports.
