Approval to award Invitation for Bids Y25-777-ZR, Orange County Ficquette Road Improvements Project, to the sole responsive and responsible bidder, Cathcart Construction Company - Florida, LLC, in the total contract award amount of $63,155,830. PROCUREMENT:
This contract consists of the reconstruction of Ficquette Road from south of Summerlake Park Boulevard to south of Ingelnook Drive. The existing two-lane rural roadway will be improved to a four-lane divided urban facility with a paved trail on one side and sidewalk along the other side. Improvements include a roundabout at the Summerlake Park Boulevard intersection and traffic signals at Fire Station 44, New Independence Parkway, and the Deputy Scott Pine Community Park entrance, as well as milling and resurfacing of the existing pavement north of Ingelnook Drive and along Summerlake Park Boulevard is required to remove existing transition striping. The project also includes the construction of two stormwater ponds. Utility work consists of replacing approximately 10,900 lineal feet of the County’s existing force main with new force main ranging in size from 4-inch to 24-inch in diameter, approximately 11,505 feet of the County’s water main with new water main ranging in size from 8-inch to 20-inch, and approximately 9,696 lineal feet of the County’s reclaimed water main with new reclaimed water main ranging in size from 4-inch to 24-inch, all within the project corridor. The project is located in District 1.
FUNDING:
Funding is available in account numbers 1034-072-5140-6311, 4420-038-1482-0059-6345, 4420-038-1504-0068-6345, and 4420-038-1411-0072-6345.
APPROVALS:
The Highway Construction Division concurs with this recommendation.
REMARKS:
One bid was received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. As Cathcart Construction Company - Florida, LLC was the sole bidder, negotiation was held, resulting in a reduction to the bid in the amount of $2,683,186.53. The bid received from Cathcart Construction Company - Florida, LLC is considered reasonable based on negotiation and current engineer’s estimate. The references provided were satisfactory for this type of work. Cathcart Construction Company - Florida, LLC has been determined to be responsible. Therefore, the award is recommended to Cathcart Construction Company - Florida, LLC.
To ensure an open and competitive bid process, the IFB was posted on the County’s e-procurement platform. Through the posting, a total of 2,427 subscribed vendors were notified of the IFB. Queries from staff to potential sources who declined to participate in the solicitation process resulted in the following findings:
Prime Construction Group, Inc.: They couldn’t fit the project into their schedule at the moment.
Prince Contracting: Unable to allocate necessary resources at the moment.
Southland Construction, Inc.: Considered they had many concerns with some areas of technical specifications and decided to pass this opportunity.
Traffic Control Devices, LLC: Determined they couldn’t bid as prime contractor, but they participated as subcontractor.
