PROCUREMENT:

This amendment adds funds to the approved budget for the expansion of services to Apopka. The subrecipient will provide services to unhoused persons residing in Orange County including, but not limited to, showers and laundry, building relationships, and transitioning clients into case management services and mental health counseling with an ultimate goal of getting clients into stable housing and ending homelessness.

APPROVALS:

The Mental Health and Homelessness Division concurs with this request.

REMARKS:

This subaward was issued from the American Rescue Plan Act of 2021 Coronavirus Local Fiscal Recovery Fund (the “Recovery Fund”) allocation received by the County on May 18, 2021. On September 10, 2024, the Board authorized award of Contract Y24-2400 to S.A.L.T. Outreach, Inc. (SALT), in the contract amount of $500,817.78 for a two-year term.

As the County’s subrecipient, SALT expands homeless outreach to more underserved outer regions of Orange County. SALT expands the area to which such services are typically provided while increasing its current service level, creating additional capacity to serve the homeless and housing insecure, and increase health and safety awareness.

SALT runs a mobile drop-in center for people experiencing homelessness. The SALT Outreach program has the capability to provide services through the use of trailers and vehicles. This includes showers through a shower trailer, laundry through a laundry trailer, clothing, and hygiene products. SALT also offers food, haircuts, storage services, mail services, and charging stations. These services promote building trust and relationships that through their case management services will hopefully lead to stable housing.

SALT has a proven track record in its downtown location serving over 3,000 individuals with over 80,000 services leading to permanent housing for 300 individuals in 2023. SALT is currently serving approximately 20-30 individuals in Bithlo.  This amendment will extend support to Apopka for projected service of approximately 20-30 individuals per month.
