Approval to award Invitation for Bids Y25-729-TA, Orange County Convention Center North/South Meeting Room Renovation, to the low responsive and responsible bidder, Charles Perry Partners, Inc., in the total contract award amount of $70,875,414.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract includes the interior renovation of 25 meeting rooms on the concourse and mezzanine levels at the Orange County Convention Center-North South Building. Proposed work generally includes, but is not limited to, new wall, ceiling and floor finishes, operable walls and tracks, light fixtures, HVAC diffusers, air terminal units, ceiling mounted fire alarm strobes, and additional power and data outlets where requested. Existing ceiling and wall devices that are removed to allow installation of new finishes will be salvaged and reinstalled or replaced with new devices in their original locations. Additional supports and raceways are being provided where required. The project is located in District 6.
FUNDING:
Funding is available in account number 4430-035-0965-27-6210.
APPROVALS:
The Convention Center and Business Development Division concur with this recommendation.
REMARKS:
Two bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness.
The references provided were satisfactory for this type of work and Charles Perry Partners, Inc. has been determined to be responsible. Charles Perry Partners, Inc. filed a timely protest. In accordance with the Procurement Ordinance, a protest review was held on April 25, 2025, and the Procurement Manager’s decision was to uphold the protest. No appeal was filed.
The estimate provided with the bid documents was based on the information available from the bidding market prior to the solicitation posting and using standard estimating practices. Construction pricing has been very volatile, and this project has additional challenges with requiring the ability to account for labor premiums on nights and weekend shifts to work around active conventions with an extended three-year project duration period. Since the two bidders were within 3% of their bids, it was deemed reasonable to accept the bids as an accurate reflection of bidding market.
Therefore, award is recommended to Charles Perry Partners, Inc.
