Approval to award Invitation for Bids Y24-1085-MM, MSBU Retention Pond Aquatic Weed Control for Stormwater Management Division, to the low responsive and responsible bidders, with DeAngelo Contracting Services, LLC for Lot A, in the total estimated contract award amount of $269,700 for the base year, Okros Investments, LLC dba Sorko Services, Inc. for Lot B, in the total estimated contract award amount of $169,000 for the base year, Waters Brothers Environmental, Inc. for Lot C, in the total estimated contract award amount of $322,035 for the base year, and Airboat Addicts, Inc. for Lot D, in the total estimated contract award amount of $358,455 for the base year. Further request authorization for the Procurement Division to exercise options years one and two for all contracts.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts will provide necessary personnel, equipment, and herbicides to effectively control the full spectrum of emergent and submersed vascular plants and algae to include indigenous and non-indigenous species in MSBU retention ponds.
FUNDING:
Funding is available in account number 1142-072-2902-3816.
APPROVALS:
The Stormwater Management Division and the Business Development Division concur with this request.
REMARKS:
Four bids were received in response to this Invitation for Bids (IFB) and were evaluated for price, responsiveness, and responsibility. The bids received from DeAngelo Contracting Services, LLC, Okros Investments, LLC dba Sorko Services, Inc., Waters Brothers Environmental, Inc. and Airboat Addicts, Inc. were considered reasonable when compared to similar agency contracts. The bidders met the minimum requirements in the IFB and have satisfactory records of performance. Due to the magnitude of the project and the expanse of the area being covered under these services, four contracts are needed. Per the IFB, each lot will be awarded to a different vendor. Therefore, award is recommended to DeAngelo Contracting Services, LLC, Okros Investments, LLC dba Sorko Services, Inc., Waters Brothers Environmental, Inc. and Airboat Addicts, Inc.
