PURPOSE: The Health Services Department is requesting approval to receive the Ending the HIV Epidemic:  A Plan for American - Ryan White HIV/AIDS Program (RWHAP) Grant as administered by the Health Resources and Services Administration HIV/AIDS Bureau (HAB).  This grant will be used to continue to implement effective and innovative strategies, interventions, approaches, and services to reduce new HIV infections in Orange County.  Services include information dissemination and public outreach, evidence-based linkage to care interventions, and medical and support services.  In addition, the grant also provides funding for administration and quality management. The performance period for the Federal Ending the HIV Epidemic grant is March 1, 2025, through February 28, 2026.  Notification of the actual amount of the grant award for that time period is expected to be received from the Federal Health Resources and Services Administration (HRSA) in April 2025.  The award is expected to be approximately $2,500,000.  In order to execute the contracts beginning March 1, 2025, and continue services from the current year, Board approval to accept the award is needed prior to the time that the actual amount of the award is known.  Additionally, approval is requested to increase the department’s total authorized position count by one Sr. Community Services Worker position to assist with the case management and discharge planning of inmates living with HIV.  Lastly, approval is requested to authorize the County Mayor or designee to approve acceptance of any additional funding received under this grant during the period of March 1, 2025, through February 28, 2026.  There is no cost to the County.
