PROCUREMENT:

The services provided under this contract include conducting revenue sufficiency and rate studies for the County's solid waste system, evaluating potential license and franchise fee programs for commercial solid waste haulers serving the unincorporated area, and providing financial, operational, and strategic analyses to support long-term planning and policy decisions.

FUNDING:

Funding is available in account number 4410-038-1010-3110.

DISCUSSION:

The selected firm will provide professional consulting services to evaluate the County's solid waste system through comprehensive financial, operational, and rate analyses. Services include assessing the long-term financial sustainability of the system, developing revenue sufficiency and rate models, evaluating alternative rate structures, conducting comparative analyses with peer jurisdictions, and providing recommendations to support future policy, financial, and operational decisions. The contract also includes evaluating potential license and franchise fee programs for commercial solid waste haulers serving the unincorporated areas of the County, as well as providing additional on-call analytical services related to Solid Waste Management Division’s financial and strategic planning.

Three proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria identified in the RFP.

Proposals were evaluated by the Procurement Committee on June 24, 2026. Commissioner Kelly Martinez Semrad was assigned to the Procurement Committee.
