PROCUREMENT:

The contract will provide all labor, processes, materials, supplies and equipment necessary for the removal, transport and disposal of biosolids produced at the South, East, and Northwest Water Reclamation Facilities.

FUNDING:

Funding is available in account numbers 4420-038-1351-3197, 4420-038-1355-3197 and 4420-038-1357-3197.

APPROVALS:

The Water Reclamation Division and Business Development Division concur with this recommendation.

REMARKS:

Two bids were received in response to the Invitation for Bids (IFB) and were evaluated for price, responsiveness, and responsibility.

Revinu, Inc. was deemed non-responsive for failure to submit the Florida Department of Environmental Protection operating permit for the facility providing Class AA biosolids treatment, issued to Revinu, Inc., as required in the IFB.

CompostUSA of Sumter County, LLC’s bid is considered reasonable based on comparison with the current County contract for the same services. CompostUSA of Sumter County, LLC has a satisfactory record of performance for this type of work with the County and according to the references provided. CompostUSA of Sumter County, LLC has been determined to be responsible. Therefore, award is recommended to  CompostUSA of Sumter County, LLC.
