SUBJECT: Award of Invitation for Bids Y25-120-R2, Operations, Maintenance and Monitoring of the Landfill Gas, Leachate, and Stormwater Management Systems at the Orange County Landfill

Approval to award Invitation for Bids Y25-120-R2, Operations, Maintenance and Monitoring of the Landfill Gas, Leachate and Stormwater Management Systems at the Orange County Landfill to the low responsive and responsible bidder, SCS Engineers, Inc., in the estimated contract award amount of $12,103,905 for a three-year term. Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-Verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract includes all labor, materials, equipment, supervision, for the operation, monitoring, and maintenance of the landfill gas collection systems, leachate collection and management systems, and stormwater collection systems on and around the landfills at the Orange County Solid Waste Management Facility.
FUNDING:
Funding is available in account numbers 4410-038-1021-3197, 4410-038-1086-9256, 4410-038-1106-6310, 4410-038-1109-9256, and 4410-038-1099-9256.
APPROVALS:
The Solid Waste Division and Business Development Division concur with this recommendation.
REMARKS:
Two bids were received in response to this Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. References provided were satisfactory for this type of work and SCS Engineers, Inc. has been determined to be responsible. Therefore, award is recommended to SCS Engineers, Inc.
