Approval to award Invitation for Bids Y25-725-EB, Clarcona Ocoee Road Signal Improvements, to the low responsive and responsible bidder, Traffic Engineering and Management, LLC dba Control Specialists, in the total contract award amount of $2,202,512.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, Department of State registration, E-Verify, insurance, and bonds, further request Board authorization to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The project consists of a signalization improvement with construction of a mast arm, construction of a westbound left turn lane, and modification of existing ramps at Clarcona Ocoee Road and Fountains West Boulevard. Additionally, the project will construct a mast arm for pedestrian hybrid beacon, construction of a raised median and mid-block crossing at the Clarcona Ocoee Road and Neighborhood Walmart entrance, plus extension of the eastbound turn lane, and fiber interconnect construction to tie the proposed signal at Fountains West Boulevard, and tie the proposed pedestrian hybrid beacon to the signal at Clarcona Ocoee Road and Pine Hills Road. Supplemental items of work include maintenance of traffic, erosion control, sodding, etc. This project is located in District 2.

APPROVALS:
The Traffic Engineering Division and Business Development Division concur with this recommendation.
REMARKS:
Two bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility and price reasonableness. The bid submitted by Traffic Engineering and Management, LLC dba Control Specialist was deemed non-responsive by the Procurement Division, based on the analysis provided by the Business Development Division, which identified the M/WBE participation was not achieved, and sufficient good faith effort documentation was not provided.
Traffic Engineering and Management, LLC dba Control Specialists filed a timely protest. In accordance with the Procurement Ordinance, a protest review was held on February 27, 2025, and the Procurement Manager’s decision was to uphold the protest. No appeal was filed. The references provided were satisfactory for this type of work and Traffic Engineering and Management, LLC dba Control Specialists has been determined to be responsible. Therefore, award is recommended to Traffic Engineering and Management, LLC dba Control Specialists.
