PROJECT:
Courthouse 13th Floor Courtrooms Buildout

PURPOSE: To provide funding for additional construction services to complete the capital improvements.

BUDGET: Accounting Line Number: 1023-043-2077-6210

JUSTIFICATION/DISCUSSION:

The buildout of the 13th Floor shell space provides three highly anticipated courtrooms and two hearing rooms.  During construction it was discovered that due to the location of the cables in the post-tensioned concrete floors, we were unable to core drill and recess the electrical floor boxes as planned. The locations of these floor boxes from the plans were very specific and could not be relocated to work with the precise layout of courtrooms to the Court’s satisfaction. The Chief Judge requested that these floors be raised to allow better usage of the courtroom furniture and technology allowing them to have unrestricted flexibility in the courtroom configurations.  In particular, there could not be a limitation on the location of the podiums.  Options such as wireless or battery powered technology for the podiums could not be used due to the Court’s concerns about reliability.  The resolution to address the Court’s concerns was to provide an approximately 2” raised floor which would accommodate the electrical floor boxes and the associated subfloor wiring which created a continuous flooring surface without interruption.  This work required modifications to the surrounding area architectural finishes, door openings, and the adjacent corridors to both meet the Building Code and the Americans with Disabilities Act of 1990 requirements.  This redesign effort was complicated and had to be carefully coordinated with the City of Orlando Building Department.  These design modifications have now been incorporated into the plans for the 15th Floor Courtrooms Buildout which will be advertised for bid in the next few months.  This change order also includes some relatively minor electrical and security changes to both meet code and comply with the security requirements of the Courts.
