Approval of Contract Y25-2062, Provision of Community Services, with the University of Central Florida Research Foundation, Inc., in the total contract amount of $600,627 for a three-year term. PROCUREMENT:
This contract will provide funds for nonprofit capacity building technical assistance, which will provide critical capacity building support for up to 30 newly-funded, small/grassroots nonprofit organizations per year. Each funded organization will have designated training slots for two individuals, for a total of up to 60 individuals receiving training per year. Through a blended approach utilizing one-on-one coaching support, individual consultation, and designed curriculum, the program will offer customized individual and group level support on topics to include business acumen, contract management, organizational capacity, and proposal writing. Additionally, the program will provide education and training to grantees, addressing deficiencies on topics such as governance, operations, fundraising, and awareness, as well as opportunities for nonprofit certification. The performance period is January 1, 2025 through December 31, 2027.

APPROVALS:
The Citizens’ Commission for Children Advisory Board recommended the investment of Children’s Services rollover funding to enhance the organizational capacity of funded nonprofit organizations. The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. The University of Central Florida Research Foundation, Inc. has previously received funding from the CCC and has delivered funded nonprofit capacity building programming for more than 12 years.
REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
Based on recommendations of Mayor Demings’ Citizens Safety Task Force, the CCC was charged with continued investment in systems of technical support and capacity building to enhance the non-profit infrastructure of small, on-the-ground organizations. These programs work to strengthen internal operations for small, local nonprofits that may seek Orange County grant funding to further their organization’s missions. By assisting local nonprofits to increase their organizational capacity, these programs ensure that Orange County taxpayers receive a premium return on investment through the County’s grant funding. To support the Citizens Safety Task Force recommendations, the CCC expanded the size and scope of Orange County’s Capacity Building Seminar programs.
All small organizations, with annual revenue of $300,000 or less, not previously awarded funding through the CCC, are required to enroll and participate in capacity building activities in their first contract term in order to maintain eligibility to receive continued funding. Upon contract execution, the nonprofit organization is enrolled in The University of Central Florida Research Foundation, Inc.’s Capacity Building Program for focused, individualized, and group capacity building and support.
