PROCUREMENT:

This contract will provide for the rental of sludge de-watering equipment that is needed at the facility to promote efficient biosolids management, which is required as part of the water reclamation process. Solids that are wasted from the treatment process must be separated from the liquid wastewater and hauled away for further treatment by a residuals management facility. The proper equipment is needed to facilitate this process and ensure that the County remains in compliance with its Florida Department of Environmental Protection permit.

FUNDING:

Funding is available in account number 4420-038-1360-3197.

APPROVALS:

The Water Reclamation Division concurs with this recommendation.

REMARKS:

Four bids were received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Vapor Industries and Renda Environmental, Inc. were deemed non-responsible for failure to meet the specification requirements prescribed in the IFB, Attachment A.

Synagro South, LLC has a satisfactory record of performance for this type of work with the County and the results of reference checks were satisfactory.  Synagro South, LLC’s bid is considered reasonable and realistic for the intended services. Therefore, award is recommended to Synagro South, LLC.
