PROJECT: N/A
PURPOSE: The Florida Department of Transportation (FDOT) is constructing improvements to State Road 91 Turnpike at Taft-Vineland Road Interchange and the County utility facilities must be relocated because they are in direct conflict with the proposed roadway improvements. Florida Statutes require Utility/Agency Owners to pay relocation costs for their facilities in the public right-of-way.
To optimize project execution, FDOT’s construction contractor will perform the County’s utility work within the project limits. The Utility Work by Highway Contractor Agreement (At Utility Expense) for FDOT Financial Project ID 444980-1-56-04/444980-1-66-04 SR 91 Turnpike at Taft-Vineland Interchange and Appendix: “Changes to Form Document” (Agreement) authorizes FDOT to include the County’s necessary utility work in FDOT’s highway construction contract. The County’s work consists of removal of approximately 3,255 linear feet of existing 4-inch to 8-inch diameter PVC force mains and installation of approximately 5,000 linear feet of 8-inch PVC force main.
The total amount associated with utility relocations that the County is financially responsible for is $3,804,941.89. This includes an estimated construction cost of $3,308,645.12; a 5% administration fee of $165,432.26; and a 10% contingency of $330,864.51. The administration fee and contingency are required by the Agreement. The Three Party Escrow Agreement stipulates the premises and covenants under which an escrow account is established for the project.
The County Attorney’s Office and Risk Management Division reviewed the agreement and find it acceptable as to form. Utilities Department staff recommends approval.
