PROCUREMENT:
This amendment adds funds for year four to continue services for the performance period of August 31, 2024 through August 30, 2025. Services to be performed include screening, navigation, and connection to mental health and related services for young children exhibiting symptoms related to social emotional needs and developmental needs. Expansion of early childhood screening is a recommendation of the Orange County Mental and Behavioral Health System of Care Community Analysis.
This funding supports four staff to provide expanded screening and navigation for young children across Orange County who are served through Community Health Centers, pediatric practices, head start, early childhood centers and self-referrals.

REMARKS:
This is the fourth year of a four-year grant for the implementation of a comprehensive early childhood system with the Early Learning Coalition of Orange County, Inc. This vendor has historically provided these services with a contract with Orange County since August 2021. The early childhood system is focused on improving coordination and collaboration across child and family serving systems, offering early assessment/identification and referrals to treatment. This project provides evidence-based practice interventions and strengthening infrastructure for the identified families, partners, and systems. Additionally, this contract will continue to expand and follow the recommendations of the Orange County Mental and Behavioral Health System of Care Community Analysis Report.
Program Goals: Goals include early identification of social, emotional, developmental issues in young children and improved access to mental health and related services.
Enrollment/referral criteria: Services are for any child exhibiting a social, emotional, and/or developmental issue and has not received prior screenings.
Referrals/how people know about the services: Early Learning Coalition of Orange has a coordinated intake and referral process via their “Connect” platform which allows for referrals from early childhood centers, early head start, pediatric offices, community health centers. and self-referrals. They utilize social media, outreach activities, self-referral, and community partnerships to recruit children for services.
Financial: The entire contract is funded by the Substance Abuse and Mental Health Services Administration grant. Initial funding supported two Inclusion Specialists to provide screening and referral. Funding was added in year two to support two additional positions with a Lead Family Contact and Parent/Peer Support liaison to further improve access to services.
On January 25, 2022, the Board authorized award of Contract Y22-212 with Early Learning Coalition of Orange County, Inc., in the total contract award amount of $139,645, for a one-year term.
Previous contract amendments are as follows:
Amendment No. 1: Changed the budget line from 0001-062-7500-3197 to 7170-062-7501-8610.
Amendment No. 2: Replaced Exhibit “A” and “B” in its entirety with Exhibit “A-1 and B-1”. Extended the performance period from August 31, 2022, through August 30, 2023; changed the Subrecipient Contact Person to Dr. Scott Fritz, Chief Executive Officer. The contract amount remained unchanged. This was approved by the Board on January 10, 2023.
Amendment No. 3: Increased the contract by $389,645, for a revised not-to-exceed amount of $529,290. Exhibit “A”- Scope of Services and Exhibit “B” - Budget were replaced. Approved by the Board April 11, 2023.
Amendment No. 4: Increased the contract by $389,645, for a revised not-to-exceed amount of $918,935. Exhibit “A” - Scope of Services is replaced. Approved by the Board September 12, 2023.
