PROJECT: 2024-2025 Annual Action Plan
PURPOSE: The Housing and Community Development Division has developed the 2024-2025 Annual Action Plan for housing and community development programs funded through the U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan is the operating plan designed to identify specific activities that Orange County intends to pursue through the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and other state and local housing and community development programs, to address the objectives identified in the 2022-2026 Orange County Consolidated Plan. The Action Plan will cover the period starting October 1, 2024, through September 30, 2025.
A considerable amount of public participation and consultation was solicited in the development of the Annual Action Plan including:
- Two public notices advertised in local newspapers (in English and Spanish) to inform the public;
- Two Technical Assistance workshops conducted on March 14, 2024, to explain the application process;
- A public hearing conducted on June 19, 2024, to receive public input on the Annual Action Plan;
- Action Plan Executive Summary made available on the Orange County website, and at the Orange County Public Library and Housing and Community Development Division offices; and
- A 30-day public comment period provided to solicit comments on the draft Annual Action Plan.
The Annual Action Plan will provide much needed services to the homeless, disabled, elderly, and low-income residents of Orange County. Attached is the proposed budget for the Annual Action Plan, which includes the projects and activities that will be implemented during Fiscal Year 2024-2025. The Annual Action Plan includes funding from CDBG in the amount of $7,338,797; HOME Investment Partnerships Program in the amount of $2,597,142.10; Emergency Solutions Grant in the amount of $639,743; and reprogrammed ESG funds in the amount of $645,988. Additionally, the proposed budget includes reprogrammed CDBG funds from two recently-cancelled capital projects - (1) City of Apopka project (site development for affordable homeownership; $1,000,000 in FY 2022-2023 CDBG funds), and (2) Primrose Center, Inc. project (rehabilitation of Lake Telfer group home; $590,760 in FY 2023-2023 CDBG funds) - for a total budget of $12,172,687.10. It should be noted that unspent CDBG funds must be re-allocated in order to meet the timely expenditure requirements of the CDBG program.
The 2024-2025 Budget has been approved by the Community Development Advisory Board and will be submitted to HUD for approval, on or before August 15, 2024.
