Approval to award Invitation for Bids Y25-151-AV, Temporary Labor Services for the Orange County Convention Center, to the low responsive and responsible bidders Naztec International Group L.L.C., in the estimated contract award amount of $12,950,000 for a five-year term, 7 Diamond LLC, in the estimated contract award amount of $13,720,000 for a five-year term, American Labor Advantage LLC, in the estimated contract award amount of $13,846,350 for a five-year term, Personnel Solutions Plus, LLC, in the estimated contract award amount of $13,965,000 for a five-year term, and Tryfacta, Inc., in the estimated contract award amount of $14,336,000 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts will provide temporary labor for event set-up, event utilities, and environmental services sections to supplement existing staff to support shows and events at the Convention Center.
FUNDING:
Funding is available in account numbers 4430-035-0926-3179, 4430-035-0927-3179, and 4430-035-0928-3179.
APPROVALS:
The Convention Center and Business Development Division concur with this recommendation.
REMARKS:
Twenty-five bids were received in response to this Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. Due to the critical need to support multiple shows and events at the Convention Center, it is vital to have multiple vendors available for use to provide temporary labor services. The County shall give the primary Contractor the first opportunity to perform all available work. If the County, at its sole discretion, determines the primary Contractor cannot respond in time, and alternate Contractor may be contacted to perform the required work. However, work being first given to the primary Contractor shall be subject to the overriding goal to ensure that the availability and continuation of the services is maintained throughout the contract term among all awarded Contractors.
Lyneer Staffing Solutions, LLC was deemed non-responsible due to past performance. Diskriter,Inc., Gravywork of Florida LLC, Just Write Inc, Pinnacle Employer Group LLC DBA Pinnacle Staffing Group, and Sunshine Enterprises USA L.L.C. were deemed non-responsible as a result of the reference checks.
A & Associates, Inc was deemed non-responsive for qualifying their bid with additional terms and conditions. Ace Staffing, Inc, Ad-Vance Personnel Services, Inc DBA Ad-Vance Talent Solutions, and Highcloud Solutions, Inc were deemed non-responsive for failing to provide documentation required in the solicitation. Andvaries, Inc. was deemed non-responsive for failing to satisfy the minimum reference requirements.
Naztec International Group L.L.C., 7 Diamond LLC, American Labor Advantage LLC, Personnel Solutions Plus, LLC, and Tryfacta, Inc. have satisfactory records of performance and are considered responsible. Prices have been determined to be reasonable as compared to current contracted pricing. Therefore, award is recommended to Naztec International Group L.L.C., 7 Diamond LLC, American Labor Advantage LLC, Personnel Solutions Plus, LLC, and Tryfacta, Inc.
