Selection of one firm and three ranked alternates to provide Design Build Services for Utilities Administration Building Floating Solar Photovoltaic System, Request for Proposals Y26-801-TA, from the following firms listed alphabetically:
• 15 LightYears
• Advanced Roofing, Inc.
• Alternate Energy Services, Inc.
• D3 Energy LLC
Further request Board authorization for the Procurement Division to negotiate and execute a contract in the not-to-exceed amount of $3,197,886. ([Utilities Department Engineering Division] Procurement Division)

PROCUREMENT:
This contract will provide engineering, permitting, and construction services for the Utilities Administration Building Floating Solar Photovoltaic Array. The project goal is to maximize renewable energy generation capacity within the available pond area while maintaining the pond’s stormwater management function and complying with all applicable regulatory requirements. Power generated by this system will directly power the County’s Administration Building. This project is located in District 4.
FUNDING:
Funding is available in account number 4420-038-1543-0007-6310.
DISCUSSION:
Four proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria set forth in the RFP.
A timely protest was filed by Alternative Energy Services, Inc. In accordance with the Procurement Ordinance, a protest hearing was held on May 13, 2026, resulting in the protest committee unanimously denying the protest. No timely appeal was filed.
The proposals were evaluated by the Procurement Committee on April 8, 2026. Commissioner Mayra Uribe was assigned to the Procurement Committee.
