In Orange County, individuals suffering from mental health and substance use disorders are frequently booked into, and released from, the Orange County Corrections Facility. Without effective treatment, many of these vulnerable individuals continue using substances.

The Corrections Facility is uniquely positioned to provide treatment for these individuals in a controlled, safe environment while they are inmates.  The Orange County Recovery Enhancement Project (REP) will increase access to evidence-based treatment and recovery support for justice-involved individuals living with an opioid use disorder (OUD) after being released from custody. The project aims to break down silos between justice and health systems to create a comprehensive, accessible plan of care to improve health and safety outcomes. The target population is adults released from Orange County Corrections with an OUD seeking medication-assisted treatment and recovery support.

Eligibility requirements for the project include pre-release enrollment in the Corrections Health Services in-jail Medication Assisted Treatment Program. Case management and recovery support services are a primary component of the REP Program. Case managers will coordinate with community-based providers to ensure that clients are referred to appropriate programs and services. Based on last year’s reporting, staff projects services to be provided to approximately 900 face-to-face clients and 8,910 mediated communications contacts.
