Approval to award Invitation for Bids Y25-792-CC, Little Econ Trail Phase 3B, to the low responsive and responsible bidder, Gibbs & Register, Inc., in the total contract award amount of $864,958.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This project consists of the construction of approximately 2,960 linear feet of a 14-foot-wide trail. The trail will provide a connection between the proposed Richard Crotty Parkway Trail and the existing trail east of Forsyth Road. This project is located in District 5.
FUNDING:
Funding is available through account number 1265-062-1915-6310.
APPROVALS:
The Public Works Engineering Division and Parks and Recreation Division concur with this recommendation.
REMARKS:
Eleven bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bids submitted by Frymyer Construction & Development, Inc. and RMS Construction Group, LLC were deemed non-responsible for failure to meet the reference requirements prescribed in the IFB.
Reference checks were confirmed to be satisfactory for this type of work and Gibbs & Register, Inc., has been determined to be responsible. A scope confirmation meeting was conducted affirming the bid’s fairness and reasonableness. The bid submitted by Gibbs & Register, Inc. is considered reasonable based on the current economic environment. Therefore, award is recommended to Gibbs & Register, Inc.
