The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

This amendment will provide additional funds for programming to assist Orange County youth, ages 16-19, in making strategic career choices by exposing them to career experiences through paid internships. Through immersive employment experiences and career training, programming will expose youth to careers that align with their interests while also building valuable professional skills, including communication, self-advocacy and the ability to effectively work with others in a professional setting.

Under this contract, Career Source is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the contract year, ending December 31, 2026.  The additional funding will result in an additional 50,000 hours of direct services and an estimated 420 Orange County youth served.

APPROVALS:

The Citizens’ Commission for Children Advisory Board recommended the continuation of funding for existing youth employment, internship, and apprenticeship programming as an investment strategy.  The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. Career Source has received funding from CCC since July 2020 and has demonstrated satisfactory compliance with prior contracts awarded.

REMARKS:

In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.

Programming will be advertised through educational partners including county school districts and training programs, public sector partners and marketing and communication strategies. Additionally, the program collaborates with the Neighborhood Centers for Families to identify and recruit potential participants eligible for the program. Through the utilization of Youth Navigators, youth will receive program awareness that identify eligibility requirements and program components.  Potential participants will work closely with youth program career consultants to complete the application and enrollment processes as well as assist in program navigation upon placement in training and/or internship. Through the utilization of a matching tool, youth are connected with local employers throughout Orange County to experience entry-level employment based on their expressed interest.

This funding award is not inclusive of all youth internships or vocational opportunities for youth funded by Orange County Government. CCC also funds employment and internship opportunities for both in and out-of-school youth countywide through contracts with Foundation for Orange County Public School, Inc. and Professional Opportunities Program for Students, Inc. All eligible Orange County residents may have access to funded programs/services.

On March 26, 2024, the Board authorized award of Contract Y24-2039 to Central Florida Regional Workforce Development Board, Inc. dba Career Source Central Florida, in the total contract award amount of $1,400,000 for a three-year term.

Previous contract amendment is as follows:

Amendment No. 1:  Added funding in the amount of $800,000 for a revised total contract amount of $2,200,000.  Board approval was obtained on February 11, 2025.
