PROCUREMENT:

This amendment will provide additional funds for youth dental services, resulting in an additional 833 youth dental visits and an estimated 375 additional Orange County youth served.

The program will provide access to primary and preventative dental services to youth patients who are uninsured or underinsured residing in Orange County. Households with combined incomes at or below 200% of the Federal Poverty Level are eligible for services on a sliding discount program.

Health Care Center for the Homeless, Inc. dba Orange Blossom Family Health (OBFH) is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the contract year, ending September 30, 2026.

Funding is available in account number 0001-062-2556-8610.

APPROVALS:

The Citizens’ Commission for Children Advisory Board recommended the investment of Children’s Services funding in community-based dental services for youth with OBFH.  The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. OBFH has received funding from the CCC for more than 24 years and has demonstrated satisfactory compliance with prior contracts awarded.

REMARKS:

In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.

On September 24, 2024, the Board authorized award of Contract Y25-2012, Provision of Community Services to OBFH, in the total contract award amount of $1,070,164.73.

Access to dental services for uninsured and underinsured youth is essential to preventing and treating common conditions such as tooth decay, which can cause pain, infection, and long-term health complications if left untreated. Routine and preventive care supports early intervention, reduces costly emergency visits, and promotes healthy development. Expanding access also improves school attendance and academic performance while reducing disparities in oral health outcomes, making it a cost-effective investment in both individual well-being and overall community health.

Constituents may access services by contacting the Agency directly or by contacting the CCC for referral. The program will be advertised at the community level through activities and outreach both within the Agency’s health center locations (including school campuses) and through opportunities such as health fairs, school family nights, back-to-school events and other identified opportunities to engage residents.

In addition to marketing strategies employed by OBFH, the CCC offers a comprehensive resource directory of all funded programming published on the CCC web page, located at www.ocfl.net/ccc <http://www.ocfl.net/ccc>. Through this directory, constituents may search for funded services within a specific distance of their home, place of work, or other address of significance.

Additionally, the CCC has contracted community engagement specialists, located primarily in east and west Orange County, for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children.

Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits monthly. This method allows funded and non-funded service providers the opportunity to learn about services, events, or special projects that may benefit the community at large.

This funding award is not inclusive of all medical and dental services for youth funded by Orange County. A comprehensive listing can be found below. All eligible Orange County residents may have access to funded programs/services.

 

Prior contract amendment is as follows:

Amendment No. 1: Increased the contract amount by $6,403.28, for a revised total contract amount of $1,076,568.01. The amendment also deleted Exhibit A-1 in its entirety and replaced it with Exhibit A-1 (Rv 1).
